Stephen Blackadder has a wealth of Australian local government experience, gained over 36 years working in 7 diverse city and rural authorities in NSW. With considerable knowledge of interstate, New Zealand, California and UK local government, Stephen has an acute understanding of local and international trends.

As a Chief Executive Officer since 1988, Stephen led reforms to systems, procedures, policies and strategies, in an environment of cost cutting and resource limitations. He knows how to save and make money, and to achieve best practice.

Stephen’s skills come to the fore in organisation reform – identifying opportunities to improve the organisation, working with staff and councillors in a team approach, agreeing on the way forward and overseeing the implementation.

Stephen Blackadder intimately knows the role of the CEO, and the pressures to perform. He brings a sensitivity to organisation reform, knowing that the only way to achieve is to gain the trust and respect of staff and to provide every opportunity for them to own the outcome of reform.

Stephen is extremely passionate about the place of local government, and its value to local communities. He can be relied upon to deliver quality results.

Russell has 45 years experience in local government, occupying the Engineering Director position in 2 councils and as General Manager in another. He has a Degree in Civil Engineering and a Graduate Certificate in Government Management. He has 20 years senior engineering management experience, more recently as Director Service Delivery at Baulkham Hills Shire and Director City Projects at Sydney City Council.

At Drummoyne Municipal Council, as General Manager, Russell helped establish the Canada Bay Local Government Enterprise, a joint venture partnership with neighbouring Concord Council, a unique competitive service model.

At Drummoyne Russell also led a number of important reform projects and provided a “Strategic Assessment” for the merger of Concord and Drummoyne and guided the management processes leading to the merger.

In his role at the City of Sydney Russell was responsible for ensuring that a multi faceted, very large and complex capital works program was delivered “on time and on budget” using a multi disciplinary team of staff and consultants. He has a well developed understanding of the “whys and whens” of contracting.

David Ross has extensive experience in public sector and local community issues, gained from 17 years working in, and for, State Agencies as well as working with local government as a management consultant.

Prior to starting his own business – as well as working with Blackadder Associates, David was Strategic Development Manager at TransGrid, a state-owned energy supplier. With expertise in organisational strategy, change management and corporate social responsibility, David lead significant improvements to TransGrid’s performance through the introduction of a balanced scorecard, a well known strategy framework, and outcome based KPIs.

Furthermore, having worked in corporate roles which have had national responsibilities, such as working as Agility’s National Health, Safety and Environmental Manager, David understands the need for a balanced people – systems approach to implementing strategic change. This ensures that not only are external stakeholders brought along on a journey, but just as importantly, employees are engaged as well.

David has been involved through Blackadder Associates in the development of five Community Strategic Plans for Coolamon, Moree Plains, Greater Hume, Temora and Gunnedah Shires. With an expertise in strategic planning, he also partnered with Brewarrina Shire in the development of a community-owned Economic Development and Tourism Plan and with Moree Plains in the development of a Crime Prevention Plan. With respect to the implementation of plans, David assisted Service Unit Managers in the City of Ryde with the development of meaningful key performance indicators.

In his early career Geoff Clarke worked in several local government authorities in NSW where he gained experience at a senior level in most facets of local government engineering including design, construction, maintenance, plant, stores, parks and reserves and recreation amenities.

After gaining his Master degree he worked as a management consultant where he conducted more than 50 organisations, performance and improvement projects in Councils throughout Australia.

He then took up a position as a Technical Services Director role at Kogarah Council and shortly thereafter he moved to the Corporate Services area at Woollahra Council. His focus during this time was the use of technology, information and education to improve the organisations operating performance and customer service.

He has now returned to providing consulting services to local government with an emphasis on project management and performance improvement. His recent assignments have included working with Councils to improve contracts and specifications so as to better monitor the performance of the contractors, organisation review of a technical service division in one of the largest council in the state and the redevelopment of the budget structure and chart of accounts.
